NIST Limits NVD Enrichment: What Changes for Vulnerability Management Programs

CMMC Level 2 Practice CA.2.157 requires identifying and remediating vulnerabilities in organizational systems based on risk. If the primary data source for that risk assessment is now producing incomplete records for most CVEs, the risk assessment methodology needs to be updated to reflect the new data landscape.
The practical adjustment for most compliance programs is to shift primary prioritization signal to the CISA KEV catalog. CISA KEV represents vulnerabilities with confirmed active exploitation, which is a stronger prioritization signal than CVSS score alone. NIST's policy change effectively aligns the NVD with this approach by ensuring enrichment for KEV entries while reducing enrichment for theoretical risks that have not yet been exploited in the wild.

What Security and Compliance Leaders Should Do Now
The MCP vulnerability and the NVD policy change arrive in the same week, but they represent two separate categories of action. One is an immediate AI supply chain risk that organizations need to assess against their current environment. The other is a structural change to a foundational data source that affects every vulnerability management program going forward.
For AI supply chain risk, the relevant question is whether your organization has inventoried the AI tools and agent frameworks in use, including which MCP servers those frameworks are configured to trust. Organizations that adopted AI productivity tools or developer automation tools in the past 18 months often did so without a formal security review. The MCP vulnerability makes that review urgent.
